Capitol employees were elated upon hearing the inclusion of salary raise and other employee benefits in the P1.53B DavNor Budget for 2017. The proposed budget was submitted by Governor Anthony del Rosario to the Sangguniang Panlalawigan during his 100th day as Governor, in time with the celebration of the 25th Anniversary of the Local Government Code.

Provincial Administrator Sammy Sanchez presented the said budget.

“The proposed executive budget for 2017 is in pursuant to the provision of the Local Government Code Section 318 . . . on or before October 16, the Local Chief Executive shall submit to the local Sanggunian his executive budget for the next year. . . amounting to 1,534,346,770.00,” according to the Administrator. The budget is divided to Personal Services amounting to 548,934,778.00 including salary raise & other employee benefits, Maintenance Operating & Other Expenses (MOOE) P804,206,057.00 and Capital Outlay P181,205,935.00.

“Angay kitang masayod nga niining badyet nalakip na ang atong second tranche sa salary increase, mid-year bonus, loyalty bonus, retirement gratuity para sa moretiro, terminal leave benefits, mga presidential bonuses sama sa productivity enhancement incentive, anniversary bonus nga atong saulogon ang ika-50 ka tuig sa province, enhance performance base bonus ug rehabilitation privilege benefit [We must know that in this budget, it already includes our second tranche of salary increase, mid-year bonus, loyalty bonus, retirement gratuity, terminal leave benefits, presidential bonuses such as productivity incentive, anniversary bonus which we will be celebrating in our 50th founding anniversary, enhance performance base bonus and rehabilitation privilege benefit],” expressed the Provincial Administrator that was met with a loud applause from more than one thousand employees in attendance.

On behalf of the SP, OIC Vice Governor and Senior Board Member Rodolfo del Rosario, Jr., accepted the list of the 2017 budget for the province during the Convocation last Tuesday, October 11, 2016 at the RDR Gym.

As matters on salary raise and other benefits due to employees are resolved by the Local Government Code, the Provincial Administrator also stressed that it is only due that all employees will submit to the drug testing as support to President Rodrigo Duterte’s campaign against illegal drug. As a response, about a thousand employees voluntarily submitted to the surprise drug test facilitated by the Philippine Drug Enforcement Agency (PDEA).

“Karong buntaga, we will allow ourselves for a mandatory random drug test to be conducted by the Philippine Drug Enforcement Agency. . . Ayaw mo kahadlok kung wala mo’y gitago [This morning, we will allow ourselves for a mandatory random drug test to be conducted by the Philippine Drug Enforcement Agency… There is nothing to fear if you have nothing to hide],” said Sanchez.
