GIPASIBAW ni Regional XI Development Council (RDC) Chairperson, Mindanao RDCs chairman ug Davao del Norte Gobernador Anthony del Rosario (AGR) nga ang Davao Region anaa gayod sa hustong direksyon padulong sa kalamboan atol sa  State of the Region Address (SORA) Byernes, Hunyo 14.

“I consider it a distinct privilege to render this report on the state of Davao Region before you covering my three-year term as chairperson of Regional Development Council XI . . In the past three years we have made very significant gains but have also see some setbacks that we shall be accounting for,” pasiuna ni outgoing Gob AGR atubangan sa mga miembro sa RDC XI.

Ubos sa iyang liderato, gipanglantaw sa RDC XI ang usa ka Matatag, Maginhawa at Panatag na buhay alang sa tanang lumupyo sa Rehiyon Onse pagka 2022 nga nakapahimutang na sa gikinahanglang pundasyon alang sa tiningub nga pagtubo, lig-on nga sosyedad nga makabarog sa kompetisyon pang-tibuok kalibotan. Sulod sa tulo ka tuig, gipahimutang sa RDC XI ang Malasakit (enhancing the moral and social fabric), Pagbabago (reducing inequality) ug ang Patuloy na pag-unlad (increasing the growth potential) ingong giya sa pagkab-ot sa tumong.

“First, on the pillar of Malasakit: Davao Region made major stride that enhance the social fabric by cultivating greatest thrust in government. Advances in this direction were made to pursue anti-corruption measures. . More of our Local Government Units have become less dependent on Internal Revenue Allotment or IRA, suggesting that the LGU has the capacity now to source local revenue. . to an impressive 32% growth in 2018 due to the increase collection of real property tax, fees and charges,” matod ni Gob AGR.

“The pillar of Pagbabago is mostly positive on demand much on the basic intervention of the government in partnership with private sector. Fortunately, Davao Region has been given the priority development of the national government. The region was able to expand economic opportunities evidenced by vast performance of the industries sector, posting double digit in the past three years and surpassing economic targets,” padayong report sa RDC XI chairman.

Ang ikatulong haligi sa pagkab-ot sa tumong sa RDC XI nga Patuloy na Pag-unlad (increasing the growth potential) nagpakita sab nga ang Davao region padayong naningkamot alang sa Universal Health Care program nga nagpaubos sa maternal and child mortality rate.

Ang ekonomikanhong pagtubo sa Rehiyon Onse madayag gikan sa 9.5% niadtong 2016 ngadto sa 10.9% pagka 2017, ang ikaduha sa tibuok Pilipinas ug numero uno sa Mindanao sa milabay’ng tulo ka tuig. Ug bisan 8.6% lang pagka 2018, way laing rehiyon sa nasod ang nakaparehas sa Davao Region sulod sa maong panahon.        

“I’m pleased to report that we have been able to sustain the competitiveness of the region’s cities and provinces. Davao City remains in the top 5 competitive highly-urbanized city along with Tagum City under the component city category. Davao del Norte remains the most competitive province in Mindanao and ranked third in the entire country. The other LGUs in the region has continuously improved over the years. . . the three pillars cannot sustained without peace, order and safety of Davao region stabilized. The improving peace and order situation contributed to the over-all development of Davao region. Public order and safety also improved as reduction of crime volume and high crime solution efficiency,” dugang pag-ila ni Gob AGR sa hiniusang paningkamot sa lain-laing ahensya sa gobyerno para sa rehiyon ilabina ang kapolisan ug Army.

“Has Davao region been successful in laying the foundations for inclusive growth? . . I believe that Davao region has been moving forward the right direction in achieving goals that is feasible. Yet I strongly believe that we can do more in the next three years. I believed we had laid the foundations in achieving inclusive growth, a resilient society and a globally competitive knowledge economy and this is evidenced by the region’s high economic growth in the past three years which translated in the significant decline in our poverty incidence from 21.4% in 2015 to 17.7% in 2018,” dugang pagklaro ni AGR nga tinuod gayod ang paglambo sa Rehiyon XI.

Hinuon iyang giila nga aduna pa’y daghang himoon alang sa kalamboan diha sa “Pagbabago.” Iyang gipadayag ang namatikdan nga pagkunhod sa interes taliwala sa mga batan-on labot sa Agrikultura.

“Agriculture sector must be of concern; intensify research on climate change adaptation, resilient, Youths to engage in agriculture and fisheries sector. The average age is estimated at 57 years old, young people are not interested in farming and might affect region’s productivity. Needs increase awareness, enhancement of Rice Competitiveness Enhancing Fund or the Rice Tariffication Act,” pagbutyag ni AGR labot sa kahimtang sa agrikultura.

Hinuon masaligon kaayo ang outgoing Davao del Norte governor alang sa padayong paglambo nga nasugdan na ilabina sa nadugang taga Rehiyon XI nga mga senador.

“With the new set of legislators and to think we have two senators coming from this region, I should say we enjoy a rather enviable leverage. We should take advantage of this and ensure budget of the priority projects and the passage of legislations to aid our region achieved our goal.”

Bisan si National Economic Development Authority (NEDA) XI chairperson Dr. Maria Lourdes Lim masaligon alang sa padayong paglambo sa rehiyon.  

“With the president himself down to its cabinet members, on to the Senate and the House of Representatives, assured us that we have a way louder voice now that we’ll lobby for development intervention, programs, activities and projects for this region and the rest of Mindanao. The future indeed looks bright for the Filipinos especially here in Davao Region.”
