Tungod sa dagkong danyos nga naagoman sa mga pagbaha matag tuig, mipagawas ug Order Ehekutibo si Gobernador Anthony del Rosario nga ipahimutang ang usa ka komprehensibo nga flood control master plan alang sa tibuok Davao del Norte.

Atol sa gihimong Provincial Development Council miting nga gipahigayon gahapon Pebrero 14, gibutyag ni probinsyal administrador Samson Sanchez ang napirmahan na nga Executive Order sa gobernador nga magpanday sa pangkatibuk-ang plano ingong taas-abot (long-term) nga solusyon sa mga pagbaha matag tuig.

“The honourable governor has just issued yesterday an executive order for the creation of the committees particularly the provincial advisory committee, the technical working committee as well as the secretariat for the formulation of comprehensive flood control master plan for the province,” pagbutyag ni administrador Samson Sanchez kagahapon.

Dugang gibutyag ni Sanchez nga ang master plan magsilbing “kasaligang giya” sa pagsagubang sa problema sa baha ug adunay duha ka importanteng bahin.

“This executive order is aimed for us to have a blue print master plan for flood control in the province . . . of which there are two important components: the structural and the non-structural component. Structural component of course covered yung protection dike, other flood control structure projects, the non-structural component covers . . . the social component of preparing the affected localities,” dugang pasabot ni administrador Sanchez atol sa interbyu.

Ang Executive Order naglatid sa maglangkob sa mga komitiba lakip na ang Secretariat nga pangunahan sa Provincial Planning and Development Coordinator uban sa tanang probinsyal nga mga opisina sa Kapitolyo.

“Composition of the advisory committee compose of the governor, vice governor, the members of the two representatives Speaker Alvarez at saka Congressman Tonyboy Floirendo and the 11 municipal and city mayors. The technical working committee will compose of all provincial offices and concerned national offices. . . . Head of secretariat is Provincial Planning and Development Coordinator and of course other offices of the provincial government are members particularly the PDRRMD and the office of the provincial administrator admin division,” dugang pahayag ni Sanchez.

Labot sa kinahanglanon nga pondo, ang Technical Working Committee mao ang manguna sa pagrekomendar kung asa kini pwedeng makuha.

“The Technical Working Committee will recommend where we are going to access funds for these. Will it be coming from the national government or maybe private sector or local government units to shell out resources para ma-materialize. This is the medium to long-term plan for flood control,” paniklop ni probinsyal administrador Sanchez.
